20 Billion Yen Public-Private Investment in Fusion and Plastic Recycling Startups

The GX Acceleration Agency announced its investment ofapproximately 3 billion yen in two startups focused on fusion energy and plastic recycling. Including private sector investment, the total investment scale is expected to reach approximately 20 billion yen. The target companies are Kyoto Fusioneering (based in Ota, Tokyo) and JEPLAN (based in Kawasaki).

The investment is part of a public-private partnership initiative using public funds as a catalyst to leverage private investment. It is positioned within the Takayama Administration's strategy to invest 370 trillion yen from both public and private sectors across 17 strategic sectors by fiscal 2040. The GX Promotion Organization provides public investment, financing, and guarantees for long-term, large-scale decarbonization projects where private capital alone cannot achieve adequate returns.

This GX Promotion Organization's support serves as a critical measure to accelerate collaboration between public and private sectors within the startup ecosystem. In particular, it functions as a funding source for deep-tech startups to grow, supporting innovative technology development as Japan advances its structural transformation toward a decarbonized society. The expansion of large-scale public-private partnership investments signals a new phase in Japan's startup cultivation policies.
