Japan's AI Basic Plan Focuses on Trustworthy AI

Japan has set an ambitious course to become the world’s easiest place to develop and deploy AI, following Cabinet approval of its “Basic Plan for Artificial Intelligence” in December 2025. At the heart of this strategy is the concept of “trustworthy AI,” aligned with OECD principles such as human-centered values, fairness, robustness, and safety. However, Japan’s approach differs from that of the United States and the European Union, creating challenges for international coordination—particularly in aligning evaluation standards as global AI governance frameworks continue to evolve.

A key pillar of the plan is Japan’s perceived strength in “high-quality data,” especially in medical, research, and industrial domains. Progress, however, is uneven. In public-oriented fields like healthcare and academia, centralized leadership has enabled relatively smooth development of data infrastructure and usage environments. By contrast, the industrial sector faces structural hurdles: limited digital transformation and weak inter-company collaboration—especially among small and medium-sized enterprises—mean that consistent, high-quality data ecosystems are not yet firmly in place across industries.

The plan also acknowledges Japan’s lag in AI technology development and investment compared to global leaders such as the United States and China, particularly in general-purpose platform models and access to large-scale computing resources. While the strategy to build culturally attuned, reliable AI systems and prioritize high-trust applications is seen as sound, significant challenges remain. Addressing gaps in data readiness, investment scale, and execution capacity will take time, and questions persist حول the speed and specificity of implementation. With a public-private investment roadmap expected by spring 2026, close attention will be needed to assess whether Japan can translate its vision into sustained global competitiveness.
