Startup Visas in Japan: what’s new in 2025

*An updated guide for foreign entrepreneurs on Japan’s reformed Startup Visa.

At Blackbox, we've previously written about Japan’s Startup Visa, a visa program that smooths the way for foreign entrepreneurs interested in launching a business in Japan. Until recently, this visa was only available in selected cities, and was valid for only an initial six months.

In January 2025, the Japanese government introduced a major update: the Startup Visa is now available nationwide, and the permitted stay has been extended to 2 years.

The Strategic Shift Behind the 2025 Reform

This change is part of Japan’s broader strategy to foster innovation and attract global talent. It supports the national goal announced by former Prime Minister Fumio Kishida in 2022 to create 100,000 startups and 100 unicorns by 2027.

The 2025 update shows Japan’s commitment to growing its startup ecosystem and welcoming foreign entrepreneurs who bring new ideas and global views.

A Quick Highlight of the Previous Startup Visa

Under the previous system, entrepreneurs could apply for a Startup Visa valid for up to six months, allowing them to stay in Japan while preparing to incorporate their business. This program was available only in selected cities like Fukuoka, Shibuya, and Kyoto.

Compared to the standard Business Manager Visa, the Startup Visa had more flexible requirements. Applicants didn’t need to have a registered company, a physical office, or the minimum capital investment of 5 million yen in advance.

Instead, applicants required a clear business plan and support from one of the 14 approved local governments. The visa was valid for six months at first. It could be extended for another six months if you showed good progress. After that, you were generally expected to switch to a Business Manager Visa to continue operating their business in Japan, although some regions allowed further extensions.

Moreover, each city had its own criteria and focus industry, such as healthcare or sustainability. While the Startup Visa made it easier to start, the short visa period and limited number of locations made it harder for some entrepreneurs to plan for long-term growth.

What’s New: The 2025 Nationwide Rollout

As of January 1, 2025, Japan’s Startup Visa system has undergone a major update. Key updates include:

This nationwide expansion makes it easier for foreign entrepreneurs to apply for a Startup Visa, no matter where they want to start their business in Japan.

For entrepreneurs that were using the previous system, there are special a transition period until the end of 2025:

Those already in Japan on the previous Startup Visa or their family members will need to transition to the new visa status.

*Important Note: While the new Startup Visa officially launched in January 2025, the full rollout of these benefits will take time to reach all regions.

How to Apply for the New Startup Visa

  1. Choose a City
    Find a local government that offers support for Startup Visa applicants. With the nationwide expansion, many cities now have dedicated programs and English-language websites. You can select any region that best fits your business model and lifestyle preferences.
  2. Submit a Startup Activity Plan
    Prepare and submit a business plan that outlines your startup idea, market research, and plan for business development.
  3. Get a Certificate of Startup Activity
    If your plan is approved, the local government will issue a "Certificate of Confirmation of Startup Activity."
  4. Apply for the Visa at Immigration
    Use this certificate to apply for the Startup Visa at the nearest Immigration Services office along with a valid passport, recent photographs, and any other required documentation.
  5. Launch Your Business in Japan
    Once approved, you’ll have up to 2 years to establish your company, find office space, and begin operations.

Tip: Many local governments offer extra support, such as free co-working space, mentorship, or help with finding housing. Research your target location's official website or contact their business development office before applying.
